Create new issue from My Issues page

It would be great to add ability for creating issues from my issues page. Now you must go to repository to create an issue

This doesn't make sense to me. You cannot create issues that are not tied to a repository, so I think it makes sense to first select a repository.

You have to click 3-4 menus to go to repository’s issues and create an issue. From My Issues screen you can specify the repository to create an issues (for example from owner repos)
