Schedule execution of data load script in the cloud

Is your feature request related to a problem? Please describe. One developer currently runs the script to generate the production data file sporadically from his workstation. This relies too much on one person to maintain current data on the production site. This developer is also pausing his participation in the project. By setting up the script environment in the cloud and scheduling it regularly we are guaranteed to have current data on the web site and the backend job can be maintained more easily by developers.

Describe the solution you'd like Set up our Docker environment on Google cloud to host the script and the PostgreSQL database. Schedule a weekly job to run the script.

Describe alternatives you've considered Having developers or managers run the script from their workstations in an ad hoc or scheduled manner.

Additional context Depends on issue #630 being completed. Whoever works on this issue will need access to the production Google cloud account for CAGP.
