Add Reset Button to Filter Page

Currently, to clear out all filter selections, the user must unclick each selection they have made. The standard for a filter of this size would be to include a reset function.

Along with the change in ticket 1195 of removing the 'X' button which formerly navigated from the Filter back to the Property List, in its place create a Reset button styled as a Secondary Button.

When clicked, the Reset button should uncheck all applied filters and return the filter to its default state
