Allow developers and product owners to see app activity and usage

Done:

K8 observability implemented on product

  • [ ] Start a personal Kubernetes cluster - dev-completed don't need
  • [ ] Add a private Docker registry along with a dashboard - portability
  • [x] Add a monitoring tool stack with Prometheus, Alertmanager and Grafana
  • [ ] Start the 3 microservices on Kubernetes
  • [x] Monitor the microservices metrics through Prometheus and Grafana

If we're probably moving away from dev on this app, are the other parts of the ask necessary? I could see them being useful on other CfP platforms but want to make sure we're not wasting any of @MooseQuest 's time
