add explanation to the use of descriptions in the provider portal

When a provider is editing/adding a resource, it's not clear what the "Description" field is used for. It isn't served to the end-user at the moment, but it is used within search. We should add a tooltip to explain the importance of adding a description

The provider portal uses Bulma, so one possibility for adding this is adding a tool tip to an info icon via the tooltip extension.
