Liquid Glass Effect Can't Disable Backgrounded State

This is a tracking issue for a slight design change once this either gets a workaround or an official API. I'd like the toolbar and tab bar to have a glass effect underneath them. However, when the window is not focused all glass elements get a secondary, dark, tint that looks awful for this.
