🐞 Utility area show/hide animation should push/pull rather than reveal

Description

Utility area show and hide animation should push it's content down out of view when hiding and pull it's content up in view when showing. Currently it just reveals it's content while in place.

To Reproduce

1. Show utility area
2. Notice animation is inconsistent with Xcodes debug area
3. Hide utility area
4. Notice animation is inconsistent with Xcodes debug area

Expected Behavior

Animation should push and pull content rather than just revealing it
