Add a `roles` command

Describe the feature you'd like in detail Create a command that lists all the roles on the server. The command would look like ?!roles.

We probably will split this command up into a visually appealing part and an easy to import and process part. Like ?!roles will return a good looking embed and ?!roles file will return a CSV file or something

Additionally, it should show how many members have the role
