[CI] Integrate pre-commit.ci additionally

https://pre-commit.ci will do essentially the same as the GHA integration currently in place. However, it'll run through the checks much faster due to agressive caching it's got. And additionally, it's able to automatically push any formatting changes that the underlying tools makes.
