Jettisoned Skylab shielding panels return to vessel on scene reload if workshop is root part

Returned panels cannot be jettisoned again.

So far cause unknown, the module is identical to the Centaur D which has no such problem. Looking at hierarchy but not seen a culprit yet.

Caused by the workshop being the root part. Making the IU the root (which should be the correct way to build it anyway) avoids this.
