Make ui more consistent

Pressing "File->New view" now opens a dialog called 'filter settings', to us this perfectly logical, but for a novice user, it looks like a bug. If you do not know that filters can be defined per view, you would expect the 'new view' should open a ' new view' dialog, not a filters dialog
