Allow steps to be editable / previous steps to be jumped to in Linear mode

Per the Material Design docs (archived, as the current version doesn't seem to include Steppers), Steps should be able to be Editable, allowing the user to return to the step (directly) to edit values later, even when the stepper is in linear mode.
