Introducing sybaseASE heartbeat agent.

I've merged the rgmanager ASEHAagent into the heartbeat directory as the sybaseASE agent. The rgmanager ASEHAagent agent use-case has been preserved by creating a wrapper script that calls into the new heartbeat sybaseASE agent.

Quite a bit of code. sybase foo none here. Does it work? Merge?
