Unix domain sockets on Windows

https://blogs.msdn.microsoft.com/commandline/2017/12/19/af_unix-comes-to-windows/ says that at some point in the near future, AF_UNIX sockets will be available on Windows.

It could be useful to add support for this to CCL when this is widely available.
