cursor surface not updated when the view changes

originally reported this in https://github.com/SirCmpwn/sway/issues/1026, @SirCmpwn pointed me this way. i stumbled upon it by having my screenlocker not grab mouse input unless the cursor gets moved, but i understand this is a more general problem.
