[2.0] I cannot listen for ChunkLoadEvent

As shows my IDE, this event never used in Nukkit 2.0

Expected Behavior

I want to listen for ChunkLoadEvent.

Actual Behavior

ChunkLoadEvent is never calls.

Steps to Reproduce

I registered a listener.
