Describe the new feature

Why do you need this feature?

In 4.0.0-RC9 Blizzard version Even if automatic updates are turned off, it is useless. When checking the latest version of Github, the connection will time out and Cloudnet cannot be started. I am a user from China. For some reason I cannot connect to GitHub normally/intermittently, so I cannot start CloudNet without a VPN.

This would also be a problem with an IPv6 only server, as GitHub is only reachable via IPv4. But I haven't tested this.
