Filter challenges based on name

Description: Since we've more than 50 AI challenges on EvalAI, it would be good to add filtering based upon the challenge name.

Deliverables:

• [ ] Add an API to filter challenges based upon the challenge name in the challenges app.
• [ ] Add unit tests for the API
