Update Python version to latest across all environments

As we have updated the python version in the dev environment to 3.7.5, I think we should also update the python version used by Travis for CI, currently, it uses python 3.6 https://github.com/Cloud-CV/EvalAI/blob/1b1318d458c9dff4d2a0d936015e57215989ca21/.travis.yml#L6

Hi, @GauravSarkar ! I made a PR already, when I actually started with this issue, I think there was a build problem with docker-compose and forgot about this issue afterwards. Thanks though! :D
