Grouping merge option2 missing cell format in merged cells

Using the below template I created two reports. First one is perfect where the data has duplicate SERIAL NO values so grouping works fine. But the second report, which doesn't have SERIAL NO duplicate ignores cell formatting on grouped merged cell.

Data M01/101 - 2 records M01/102 - 2 records M01/103 - 3 records

Report with cell formatting not applied

Data M02/101- 1 record M02/102 - 2 records

Note: Might wonder why all columns grouped, I have some more columns right to WEIGHT column which are omitted for brevity.

I will appreciate if you attach a template and provide some reproduction code so I could investigate the issue.
