[User Story] Quick adjustments of QC thresholds

Need

As a production bioinformatician I want to avoid handling failing samples as much as possible, and quite frequently samples fail QC-metrics that are then set to PASS regardless. It would be nice to look these over and see if there are any low hanging fruit to adjust to save the workload on prod-bioinfo.

Suggested approach

Meet with prodbioinfo and together identify low hanging fruit in terms of unreasonable QC thresholds, then adjust them in balsamic.
