[BUG] Header to takes entire view real estate with mostly empty space on small screen

Describe the bug

To Reproduce Visit the Resource page with

Viewport Size: 278px x 451px Screen Size: 320px x 693px DPR: 3 Zoom 115%

Expected behavior Header to not take so much real estate with mostly empty space, but keep enough spacing between links for dexterity

a possible solution would be to wrap elements so they flow instead of stack, reducing the height
