[BUG] filter button not accessible on small screen size or zoom

Describe the bug the filter buttons are not wrapped and cannot be accessed from a single line on a small screen size

To Reproduce

Visit Resource page with

Viewport Size: 278px x 451px Screen Size: 320px x 693px DPR: 3 Zoom 115%

Expected behavior So be able to zoom up to 200% and still access the any/all form interactions
