Exclude single quote when used ref in dictGet

When accessing a dictionary through a function, you must specify the name of the dictionary without single quotes. But in the latest version, all objects are specified using a single quote. This results in additional processing and replacement of quotes. Core:

This issue seems to have gone away in recent version of clickhouse from what I can tell.
