Specific heat capacity for LESbrary fluxes

When we use specific heat capacities with a TEOS-10 equation of state we should use the value from equation (3.3.3) of the TEOS-10 manual.

Specifically,

3991.86795711963

I wonder if 3992 would've been ok. Anyways, we're stuck with 3991.86795711963.
