This is a work-in-progress PR where I'm trying to

1. compare lateral and surface fluxes as part of the site analysis,
2. diagnose the geostrophic base state directly from buoyancy using thermal wind balance,
3. use BackgroundFields, and
4. relax tracers to the horizontal mean.
