update to use ClimaUtilities TimeManager module

Purpose

Closes #423

We want to make the initial release of ClimaCoupler before starting to switch to ClimaUtilities modules, so we'll hold off on merging this until that's done.

CI is failing because ClimaUtilities has not been released yet. It should be released by 9/19/23. CI all passes locally.
