in my experience it seems like it used to but doesn't, or doesn't reliably, anymore

Again I feel like the issue here and with #83871 is "NPCs aren't aware of danger and keep doing activities" which is also a regression, I think, that should be fixed instead of adding more buttons the players need to know to press so their NPCs won't get themselves killed
