Streams have beaver dams. Can rivers have human dams?

Solution you would like.

A bridge that isn't a bridge but a hydroelectric power station. Probably with appliances like water wheels #63603 on the lowest Z-level.

Maybe it only spawns on major rivers, or there's a variant for smaller rivers.

Describe alternatives you have considered.

An open field that once operated as a solar farm, but those are so hard to defend they would've been among the first things to be thoroughly looted into oblivion.
