Pablo Nunez propane quest is bugged

Describe the bug

DEBUG : I don't know what to say for TALK_TACOMA_Pablo_Propane1. (BUG (npctalk.cpp:dynamic_line))

when asking him about him buying propane at the Tacoma Farm (only available if you anger them by opening the big gate, as he's hidden behind the trailer and not visible from within it).

Steps to reproduce

1. Talk to Pablo.
2. Use the propane subject.
3. You should get the error message (I don't because I've dismissed it with ignore).

Expected behavior

No error message, and probably a quest. At least this fails gracefully so you can ask again when/if someone fixes the conversation.

/confirm I loaded the save file and indeed there is the issue with this quest

I found the problem, the NPC has no response for that topic. After adding placeholder there is no error:

Thanks for the heads up. I'll see if i can get to this tonight or tomorrow.

Also nice to finally get confirmation players are getting the Nunez family all the way to Tacoma :)
