Purpose of change

Way back in #71578 I expanded the construction palette that was intended to be used with houses, I'm honestly not a big fan of how I implemented it so this is another attempt to have houses in construction. I had to adjust the percentages of house palette variants so I looked into them a little bit to see how to adjust them.

Describe the solution

I added standard_domestic_construction_palette and a new palette which chooses between this palette and domestic_general_and_variant_palette. I did it like this because not every house can use the construction palette and look normal. For the percentages I did some googling, surprisingly little information is available on most of these. An exact construction percentage is hard to get, estimates vary between 1.5% - 0.6%, I went with 1% because it's a nice round number. Abandoned buildings are rarer than currently portrayed, being ~700 buildings in Boston in 2004, out of ~114,000 in total. Number of abandoned buildings gotten from "Abandoned Building TRENDS", where I could only find the issues from 2003-2004. The result is that now 0.6% of buildings are abandoned. Identifying hoarding on the level shown in-game is tough, estimates are between 2-6% of Americans have hoarding disorder, I've struggled with finding how severe this is on average, with sources saying from 50%-10% of people with the disorder have trouble navigating their home. I've chosen 0.5% for the palette, because it's a nice number that falls within expected values. I've left the survivor palette percentage as it was, at 0.9% All these changes summed up mean that normal domestic palette has gone from 95% -> 97%, abandoned palette from 3.7% -> 0.6%, construction palette from 0% -> 1%, hoarder palette from 0.4% -> 0.5% and survivor stayed at 0.9%

Describe alternatives you've considered

Put the construction palette everywhere but that would look weird on a lot of houses. Make a variant of each house that uses the construction palette.

Testing

Game loads, houses spawn with the palette, nothing looks too weird
