Liam can't be ordered to "go to this location"

Describe the bug

Liam, the "free" follower from the "Friends to the end" scenario, lacks the "Please go to this location" dialogue option to order him to move around the overmap.

Steps to reproduce

Start "Friends to the end" and talk to Liam.

Expected behavior

Liam has at least all the same standard features generic NPCs have.

Additional context

If Liam is missing this option, I suspect it might be missing from other unique NPC followers too, like the Bone Seer.
