Purpose of change

I removed the extra calorie cost from high Nether Attunement because now weariness affects it, so the calorie cost doesn't need to be a deterrent. But now you can just turn on Torrential Channeling to get the higher multiplier on your maintenance powers at no cost. Time for an appropriate cost.

Describe the solution

Add an EoC that runs when you maintain a power. If you have Torrential Channeling on, you gain some Nether Attunement above and beyond the individual chance per-power to gain Nether Attunement.

Turned on Torrential Channeling and waited a couple hours, jumped up to Nether Attunement (5)
