Circular saw qualities don't show up in 'e'xamine menu

There is a blank space below the actions section in the circular saw description, presumably wear its qualities should be.

Expected behavior
Circular saw should have qualities visible inside the blank space

Additional context
Just to be clear, I know the qualities appear when its turned on, but the hotplate also has level 2 hotplate whether its turned on or off, so i figure there could be some standardization here to always show qualities.
Hotplate quality is just for reheating food, right? So the hotplate item actually has that quality, otherwise you couldn't activate it. Or something like that... When activated without charge it complains Your hotplate has 0 charges, but needs 35.
It is missing this Needs X charges to have quality (arc welder shown):

Note: Unlike reported, there still is the empty <hr><hr>, even when the qualities are shown.
I would like to have: When turned on, this has these qualities: ... But I thought I already saw that somewhere... Maybe I dreamt it...
I am confirming it even though the issue doesn't capture what is happening exactly.
I was also scratching my head at remembering When turned on, this has these qualities: ..., because I thought there was something similar too. Without showing this info, it makes the player question whether it actually has the qualities they need. I tried looking around at a few different tools to try to find which one it was on, but couldn't.
And yes, the empty <hr> block was weird, but I figured it would be fixed when the qualities were shown permanently again.
