Debug edit terrain list of terrains is buggy

Describe the bug

When i open the list of terrains in the debug menu, the scrolling in the imgui goes crazy and just jumps up and down randomly every tick. it gets even worse if you move your cursor overtop the list up and down slowly.

Steps to reproduce

1. make world
2. try to use the debug edit terrain feature

Expected behavior

The scrolling list shouldn't jump up and down randomly. moving the cursor over the imgui should select just one option instead of the entire list scrolling up and down repeatedly.
