"Weight Carried" speed penalty does not respect strength boosts, including mutations
Describe the bug
The "weight carried" speed penalty seems to consider only the carry weight from your base strength, ignoring any green boosts from mutations, bionics and spells.
Other effects of overburdening don't seem to be affected. If you get a huge Str boost, say from the MoM utility power "Enhance Strength", you can carry huge loads without suffering pain or increased stamina loss, but the speed penalty persists.

Steps to reproduce
- Load character up to a bit over their weight limit
- Give the character a strength-boosting mutations
- Note that the "Weight Carried" speed penalty doesn't go away.
Expected behavior
Weight Carried respects your actual, current carry weight.
Screenshots
Completely default character (w/ Bear threshold because I'm about to give them Insanely Strong) carrying a 60L tank full of murky water is overburdened and suffers a speed penalty, as expected.
That exact same character with Insanely Strong added no longer shows as overburdened, but still suffers the exact same speed penalty. This is after dropping the tank and picking it up.
Strong Back does seem to be accounted for, but it still calculates as if you had Strong Back and base strength, ignoring Insanely Strong.
