armor plates cause encumberance with inner clothing

Describe the bug

heavy armor with plates (US heavy ballistic vest) causes conflicts with inner clothing when the plate carrier is filled with something that covers something else underneath. pair of ballistic shoulder protectors makes a conflict with t-shirt, ballistic groin protector makes a conflict with boxer briefs.

Steps to reproduce

wear armor with groin/shoulder plates and watch it conflict with underwear while sorting armor

Expected behavior

wearing underwear should be ok with inserted plates.

I noticed this too in my game, XEDRA armor is marked as conflicting with activity suit (but not vice-versa), but without any of the expected encumbrance penalties, so I think it might only be a visual bug?

Version 2024-05-29-0947 64bit on windows
