Purpose of change

Now that SPEED is a possible enchant, Stutterstep should be relative instead of absolute. Also, -40 speed is huge.

Describe the solution

Stutterstep now reduces the target's speed by 25% instead of a flat value.

Additional context

Mulling over making this scale, but if it I did it would probably end up much weaker on average (with a -40% cap after everything and starting much lower than that). Still thinking about it.
