Can't cast Jury Rig spell from Biotek attunement

Describe the bug

I can't cast Jury Rig even with all the components I need.

Steps to reproduce

1. Be playing a save for some time now, get biotek attunement
2. Try selecting Jury Rig to cast it
3. It's grayed out

Expected behavior

I should be able to cast it.

Additional context

last three mods are user made and likely unrelated. Can send save file if needed.

This is similar to #47755 https://github.com/CleverRaven/Cataclysm-DDA/issues/47755#issuecomment-786920926 where the spell components need to be in your inventory to be able to cast however the UI takes into consideration the items in your "crafting inventory"; meaning if the components are around you, you won't be able to cast the spell
