Putting weapon in a sheath consumes different amount of time
Describe the bug
Resulting in micromanagement. For instance, storing my sword in "inventory" costs 202 moves, storing in "baldric" costs 24 moves, and regardless of what i choose, it ends up in the baldric, but spending 10 times more time if the default "inventory" choice is made.
Steps to reproduce
Load the attached game and unwield the sword.
Expected behavior
No difference in spent time.

There is also the problem of the displayed move cost being completely wrong, which can be seen in #76227. I closed it as it was pretty much a duplicate of this issue.
