This pull request addresses broken links in the repository that were preventing users from creating and viewing issues properly. The links for creating a new issue and viewing the existing ones have been updated to ensure seamless navigation for contributors and maintainers.

hey i merge my other pull request #498 in this one itself and fixed Jozsa Algo Link which was initally pointing to wrong page (now fixed)
