User Upload

While we could allow guests to upload to the booru, we run on limited resources here so we might want to have User Authentication. Site admins can make uploading user-only or be available to guests in a very restricted manner.

Guest uploads (if enabled by admin) is limited to one image per IP.
User uploads are allowed to upload two images per account, otherwise, they can top up their existing limit.

So some revisions on the spec:

Uploading is strictly user-only for now. Anyone interested may find a way to implement the original spec.

User uploading is done in the browser side along with the WebP conversion. The frontend will fill up Post[cdnUrl] at upload time.
