#915 update detector inventory

What this pull request accomplishes:

• Small changes to accommodate new smartmicro sensors on highways into vds.detector_inventory table.
• Also included a few nondescript smartmicro sensors added in line 66.
• Also prepared some comparison plots in the issue notes.

Issue(s) this solves:

• Closes #915

What, in particular, needs to reviewed:

• Note, most of the changes are just fluff! You may want to look at only commit 1.

What needs to be done by a sysadmin after this PR is merged

• Nothing, detector_inventory already updated and I updated come aggregates (counts_15min, counts_15min_bylane) for the affected sensors.
