Add an option to download a specific city/region/etc. for use the app completely offline

I have been playing around with mapsforge-VTM library for a while. It can render vector tiles on-demand and offline on the device. I wrote a script that prepares map and routing data to be used offline with vtm library. https://gitlab.com/coopon/uauto/backend/map-preparation
