Web pages should be able to call testinvoke and getstorage (without authorization dialogue)

testinvoke and getstorage cost 0 GAS and doesn't write to sc storage, so web pages should be able to call it using the logged in NeoLink address without an authorization dialogue. Web pages could then parse the returned data directly.

I think this is a good feature suggestion. I'm moving it to project RC1
