Is your feature request related to a problem? Please describe. Counting is heavily used by the community of Enroute.

Describe the solution you'd like A counting system with a dedicated counting channel. The bot will moderate the count to ensure no funky business happens. Counting must alternate between users and increment by 1 Users have 3 chances each and after those chances are expired, the count will reset. Users are able to buy chances using the economy system (see Issue #9 )

Describe alternatives you've considered We've used the Redbot counting system (too easy to break) We've used the Counting bot system (didn't work as intended) We're currently using the 'Countr' bot system, this works well, however, doesn't have any fail conditions which makes the counting challenge easy.
