Is your feature request related to a problem? Please describe. For sneaky people under punishment to just leave and rejoin to get away with punishment roles

Describe the solution you'd like

1. An auto-updating Mute role or punishment role, that if I create a new channel, the bot will automatically insert "denying" permissions to the designated punishment role.
2. That role becomes a sticky role, so that if people try to leave and rejoin the server, the bot will reapply the role to them on joining, that way they can't just shake off the role.
