Is your feature request related to a problem? Please describe. I want people to read a stickied message, but channel topic is too... not visible.

Describe the solution you'd like Stickies a message that the bot will republish to the bottom of the channel all the time, it supports text formatting by a user. e.g https://i.imgur.com/rj3kjc2.png

Message can be unstickied etc. IT will always be republished by the bot if a new message is sent to the channel.
