Add tag to ticket to group by issue

Sometimes categories are too vague, or it would be nice to track issues that are based on a current event that don't warrant their own category.

a way to track these reports by issue, either through a tag like system or keyword searches?

Some topical issues include (circa 2016): Duke substation, guns in the parade, refugees, homelessness in downtown, etc.

This is a feature request that came up during our development cycle last year. Wanted to jot it down here for future reference.
