Ability to merge multiple tickets regardless of location

Sometimes there are multiple tickets at different locations that are all related. An example would be snow removal requests for a single property owner.

We could create a new action "Merge Case". This would have a field where the related case number/id could be specified. After that, a comparison could be shown with a button to confirm that the merge should happen.
